When District Chief Wellness Officer Megan Reilly joined the Department of Human Resources, she brought along a key lesson from her previous role at NASA: Themed wellness programs help people in different locations feel they’re all on the same team. She’d seen NASA employees connect through events like Hawaiian-themed challenges and decided the workforce at DC Gov deserved that same experience.
Today, these employees benefit from a broad well-being strategy that weaves physical activity into offerings like these:

Programs centered on steps and activity pulled in the most participants. Walktober, an HES favorite fall walking challenge, keeps breaking records… most recently with 2409 registrants. Employees repeatedly call out camaraderie, encouragement, and accountability as the best parts of these programs.

- Bringing back favorite themes like Snow Wonder, Summertime, and Go Gold at the right seasonal moments.
This timing keeps challenges visible and relevant without overwhelming people.
Multichannel Communication Enhances Connection
To reach a large and diverse workforce, the team has:
- Sent branded email campaigns
- Added short text reminders to work phones
- Highlighted upcoming challenges in the monthly newsletters
- Talked through new challenges with wellness leaders
- Handed out printed registration cards at manager meetings
- Walked office halls to invite employees personally.
This communication mix makes signing up feel simple and relaxed, rather than another work-related task.
Inside the Challenges: Teams, Friendly Competition, and The Wall
DC Gov designs each challenge so employees don’t just log steps — they build relationships.
A consistent trend is clear across Go Gold, Walktober, and Star Trak: Participants who join a team or connect with friends reach program goals far more often than solo participants. These groups stay motivated because movement feels easier and more enjoyable when people do it together. In some challenges, achievement jumped from under 50% overall to more than 70%.
Employees also raved about features like the wall — their social feed that acts like a virtual cheering section. People can post updates, swap recipes, share progress photos, and encourage each other. One participant summed it up well:
“The program kept me motivated and accountable, while pushing me beyond my limits to achieve remarkable progress. I feel stronger, more focused, and energized about my fitness level. The support and encouragement from fellow participants was truly inspiring.”
Other meaningful results:
A highly competitive employee created a “tryout” process and interviewed potential teammates to ensure commitment. Her team landed in first place.
Another participant lowered her blood pressure enough that her doctor stepped back from encouraging medication.
Another participant, who consistently hit 10,000 steps/day for the first time, felt motivated and rewarded.
Results Employees Can Feel Right Away
Together, DC Gov’s challenges show how employee wellness programs can combine fun themes, friendly competition, and feel-good results employees notice right away.
In August 2025, Star Trak participants walked away feeling more fit, confident, and energized. The space exploration-themed program had 1166 participants, 742 mobile app downloads, and 271,612,767 total steps — numbers that support lasting momentum.
Go Gold, meanwhile, delivered an energetic Olympic-style challenge with strong team engagement.
But it was Walktober that drew the most participants (1821), highest achievement rates (55% earned at least 20 leaves), and mobile app interactions (1352 downloads).
“There’s something about Walktober. I don’t know if it’s the time, the season, the trees, the vision, the visuals,” Megan marvels. “I’m not sure exactly the reason, but that one has had the highest participants… they really like it.”
How DC Gov Uses Champions and Incentives
A network of about 60 wellness champions play a big role in tailoring and advancing well-being initiatives. Representing different district agencies, these champions understand the unique needs of their workforce and shape programs accordingly; they actively support implementation and assist with on-site events that address specific wellness priorities.
“They’re passionate, energetic, positive, innovative, and creative,” Megan points out. “It’s a great group and community and they share best practices at the end of meetings or challenges they’re having.”
DC Gov also treats incentives as a bonus instead of the main driver, but still uses rewards effectively.
They share prize information upfront, including gift card drawings, and some agencies host wrapup gatherings to celebrate wins. Participants appreciate the rewards as well as recognition… and that each challenge gives them a fresh start.
